Why is the Bihar Government Unable to Stop Liquor and Ganja Consumption Inside Jails?

The Bihar government has failed to curb the consumption of liquor and ganja inside jails due to several key reasons:

1. Negligence and Corruption in Jail Administration

Repeated incidents, like the recent viral video from Masaurhi jail, raise serious questions about how prohibited items such as liquor, ganja, and even mobile phones are making their way inside prisons. This points to a lack of strict supervision and possible collusion among jail staff.

2. Police and Administrative Involvement

There have been cases where police officers themselves were found complicit in smuggling liquor and ganja into jails. For instance, in Gopalganj, three police station heads were suspended for their involvement in such activities.

3. Organized Smuggling Networks

Well-organized networks operate both inside and outside the jails, often with the help or negligence of authorities, ensuring a steady supply of liquor and ganja to inmates.

4. Lack of Strict Action and Monitoring

Despite government campaigns against liquor and narcotics, there is a lack of consistent monitoring and strict action. This administrative laxity allows smuggling and consumption to continue unchecked.

5. Increase in Ganja Use After Liquor Ban

After the implementation of the liquor ban, the consumption and smuggling of ganja have increased, making the problem even more complex and difficult to control.

In summary:
The Bihar government’s inability to effectively stop liquor and ganja consumption inside jails is due to administrative negligence, corruption, organized smuggling, insufficient monitoring, and unintended consequences of the liquor ban. These factors together have made it extremely challenging to enforce the law within the prison system.
